This fan art is based on a comic panel which is part of the My Little Pony: Friendship is Magic Issue#66.
While the inscription written in the fan art is borrowed from an existing fan comic. Credit to SenseiDezzy.

As a fan of Rara, I am so happy that she is never forgotten, in the MLP comics at least. But I really wish that she will appear in the show again. That comic panel makes me miss this character even more.
